Parking Garage Progress

STHS parking garage progress

As St. Tammany Health System's parking garage project along South Tyler Street takes shape, we will post regular construction updates to this page. Check back regularly for progress reports as they are available.

April 24, 2026

  • Beginning Monday (April 27), the intersection of West 12th Avenue and South Harrison Street will be blocked to accommodate excavation work for installation of sewer lines. Access to businesses and residents on West 11th, West 12th and South Harrison will remain available during this time, although through traffic will not be allowed at the intersection of 12th and Harrison. This closure is expected to last four to five days, barring unforeseen obstacles during excavation.
  • The installation of auger-cast production piles – which require no pounding – is underway on the garage site and will continue for the next few months.
  • Over the next few weeks, stone for use in the garage project will be delivered to the staging area at the future site of the health system’s planned Women and Children’s clinic just south of the hospital on Louisiana 21.

With site preparation continuing on the STHS parking garage project along South Tyler Street between West 11th and West 12th avenues, here’s what colleagues and neighbors can expect as work progresses:

  • In coming days, work on water lines associated with the garage project will require the temporary closure of South Harrison Avenue to through traffic between 11th and 12th avenues from Tuesday (April 21) through the end of the week. (Residents and businesses located along this stretch of roadway will retain access to their property throughout.) That will be followed by work on sewer lines near West 12th Avenue and South Harrison that will additionally require the temporary closure of 12th between South Tyler Street and South Harrison. (Again, property owners will have access throughout.)
  • Also in coming days, demolition will take place on a two-story masonry outcropping on the hospital’s north corner near the intersection of South Tyler Street and West 11th Avenue. (Eventually, a pedestrian skybridge connecting the parking garage to the main hospital building will tie into the hospital near this area.)
  • With the previously announced removal of six pine trees located on hospital property along South Tyler Street, observers can expect to see the placement of chillers and a generator on that part of the hospital lawn as part of a utility pipe rack project that, though not directly related to the garage, will take place concurrently with it. These trees will be replanted in other locations in strict adherence to municipal requirements.
  • Over the next few weeks, installation of auger-cast pilings – which require no pounding – will continue across the garage site. That will be followed by the relocation of the crane used for this part of the project to the south side (or the hospital side) of West 11th Avenue for installation of pilings there.
  • Staging for equipment and stonework to be used on the garage project will continue at the future site of the health system’s planned Women and Children’s clinic just south of the hospital on Louisiana 21. In addition, concrete work to the sidewalk and driveway in front of the Women and Children’s site will be undertaken in coming weeks.

This view from the STHS pedestrian Skybridge over South Tyler Street, taken April 8, 2026, shows the crane being used to install auger-cast piles on the site of the future STHS parking garage. Construction fencing on the hospital side of West 11th Avenue, near the photo’s center, shows where work will take place to prepare the hospital building for its end of a pedestrian skybridge that will lead from the garage. Additionally, the pine trees at the right of the photo will be removed as part of the garage project and a separate utility rack project. Those trees will be replaced in strict adherence to municipal beautification standards. (STHS photos)

This photo, taken April 7, 2026, shows a close-up look at the auger-cast test piles recently installed on the site of the STHS parking garage. The installation of auger-cast piles – which require no pounding – will transition in coming days and weeks from the test phase to the production phase, with installation of a network of production piles across the garage site.

With initial dirt work complete, site preparation continues apace on the STHS parking garage project at the corner of West 11th Avenue and South Tyler Street. Here’s what colleagues and neighbors can expect as the project progresses:

  • A project unrelated but in close proximity to the parking garage site is underway as well. This project is to repair a utility pipe rack. You may notice this work, and we wanted to make a distinction between the two separate projects.
  • As part of both the garage project and the separate, concurrent utility pipe rack project, crews plan to remove six pine trees on hospital property near the intersection of South Tyler Street and West 11th Avenue in coming weeks, barring unexpected delays. These trees will be replanted in other locations as part of the project. This work has been approved by the city of Covington.
  • Also in coming weeks, chillers and a generator will be placed temporarily on the lawn outside the hospital along South Tyler Street as part of the above-mentioned utility pipe rack project.
  • On the evening of Tuesday, April 14, 2026, Cleco Power LLC will have an intermittent road closure of South Tyler Street overnight, from 10 p.m. to 2 a.m., to relocate utility lines. For the duration, 11th Avenue between Polk and Harrison will be closed. A traffic detail will be on hand to assist with the closure.
  • In coming days and weeks, installation of auger-cast piles – which require no pounding – will transition from the test-pile phase to the production phase, with installation of a network of production piles across the garage site. The crane seen on the site is being used for these installations.
  • The small parking lot outside the hospital’s Radiology Department – located near the corner of South Tyler Street and West 11th Avenue – has been fenced off for safety reasons as preparations are made for work to take place at that corner. (Eventually, a pedestrian skybridge connecting the parking garage to the main hospital building will tie into the hospital near this area.)
  • Staging for equipment to be used on the garage project will continue at the future site of the health system’s planned Women and Children’s clinic just south of the hospital on Louisiana 21. In addition, stonework to be used in the garage project will be delivered and stored on the Women and Children’s site in coming days.

With site preparation in full swing on the STHS parking garage project at the corner of West 11th Avenue and South Tyler Street, here’s what neighbors can expect in coming days and weeks:

  • Activity will be visible in coming days at the currently vacant site of the future STHS Women and Children’s facility south of the hospital on Highway 21. This lot, which is ringed by construction fencing, is being used as a staging area for equipment to be used on the parking garage project.
  • On the parking garage site itself, the test pile program that started last week will continue in coming days. That process involves use of a crane to drill piling holes, as opposed to pounding pilings into place.
  • Also on the parking garage site, dirt work will continue, although the foundational dirt pad is substantially complete.
  • In coming weeks, as part of the test pile program, the crane will move across West 11th Avenue to drill test piles on the hospital side of the street. (Traffic control will be present during street crossing.)

Site preparation continues on the STHS parking garage project at the corner of West 11th Avenue and South Tyler Street, with dirt work (grading) continuing ahead of the commencement of construction. Here’s what colleagues and neighbors can expect in coming days and weeks:

  • In coming days, a crane will arrive on-site to begin installation of a series of auger-cast test piles both on the garage site and across W. 11th Avenue, on the hospital side of the street. (This type of pile requires no pounding and thus produces no vibration and little noise compared to traditional piles.)
  • As part of the test pile process, the crane will be required to cross 11th Avenue, to the hospital side of the street.
  • Also on the hospital side of W. 11th Avenue, a new stairwell egress will be installed in coming weeks at the corner of 11th and S. Tyler Street – with a new, temporary sidewalk leading from it – to ensure public and colleague safety as work continues on that corner of the building to prepare it for the eventual tie-in of a pedestrian skybridge connecting the garage to the hospital.
  • In coming weeks, crews will demolish the two-story masonry outcropping and STHS logo on the corner of S. Tyler and 11th Avenue, just outside the hospital’s Radiology Department, to provide clearance for the skybridge. The skybridge has been designed to match the style and design of the existing skybridge over Tyler and to harmonize with the main hospital building.

March 19, 2026: Site preparation is well underway on the STHS parking garage project at the corner of West 11th Avenue and South Tyler Street, with dirt work (grading) continuing ahead of the commencement of construction. Here’s what colleagues and neighbors can expect in coming days and weeks:

  • Installation of sheet piles will begin in coming days around Tchefuncte Urgent Care on West 11th Avenue to protect it during construction. This work is estimated to last about four days once it starts, barring any delays.
  • In coming weeks, observers will see a crane arrive on the work site. The crane will be used to install a series of auger-cast test piles. (This type of pile requires no pounding and thus produces no vibration and little noise compared to traditional piles.)
  • Also in coming weeks, hospital colleagues should plan for the closure of the small parking lot along South Tyler just outside the hospital’s Radiology Department as crews prepare the hospital building for the tie-in of a skybridge that will eventually connect the garage to the hospital.
  • Activity will continue at the now-vacant future site of the STHS women and children’s facility just south of the hospital on Louisiana 21, which will be used for staging of construction equipment for the garage project.

Site preparation continues on the STHS parking garage project, with construction fencing and blue windscreen now completely ringing the site. In coming weeks, colleagues can expect to see:

  • Dirt work will continue ramping up ahead of any structural work, with fill delivery expected on-site as early as next week.
  • Sheet piles are still forthcoming around the independently operated urgent care across W. 11th Avenue from St. Tammany Parish Hospital to protect it during the construction process.
  • Auger-cast test piles, which will create no pounding or vibrations, are still planned on the garage site before construction begins in earnest.
  • Windscreen will be installed on the now-complete construction fencing around the largely vacant future site of the STHS Women and Children’s facility just south of the hospital on Louisiana 21, which will be used for staging of construction equipment for the garage project.
  • As always, colleagues are reminded to park only in designated parking spots and to always respect construction cones, tape, fencing, etc.

Site preparation continues on the STHS parking garage project. In coming weeks, you can expect to see:

  • Windscreens installed on the construction fencing ringing the site perimeter.
  • Additional site work, including the use of dirt fill, to further prepare the site for construction.
  • Installation of auger-cast test piles. (These piles require no pounding and thus produce no vibration.)
  • Installation of sheet piles around the privately owned urgent care facility located across W. 11th Avenue from the main campus Emergency Department (at center of image above), to protect it during construction.
  • Removal by utility companies of the utility poles on the garage site, all of which have been disconnected.
  • Installation of temporary construction fencing around the largely vacant future site of the STHS women and children’s facility just south of the hospital on Louisiana 21, which will be used for staging of construction equipment for the garage project.

Feb. 26, 2026: - With demolition of the old Northlake Surgical Associates facility entering the “cleanup” phase, neighbors can expect to soon see more site-preparation activity on the parking garage site starting as early as Monday. This includes:

  • Installation of auger-cast test piles.
  • Asphalt removal.
  • Grading of the garage site.
  • Other, related work.

Feb. 24, 2026: Crews begin removal of the old concrete foundation on the site of the demolished former Northlake Surgical Associates building, as seen Tuesday, Feb. 24, 2026, along with performing other cleanup from the building's demolition last week.

Feb. 20, 2026: Crews complete demolition of the former Northlake Surgical Associates practice, which was located on the future site of the parking garage. The accompanying photo shows the Northlake Surgical site around midday on Friday, Feb. 20 -- after demolition of the structure.

Feb. 7, 2026: Crews begin site mobilization. This will include:

  • Installation of fencing around the construction area.
  • Installation of stormwater protection infrastructure.
  • Demolition of the building that previously housed Northlake Surgical and Associates.
  • Installation of a test pile. (Of note: In deference to neighbors and hospital patients, the garage project will utilize auger-cast piles, which consists of drilling a hole and filling with steel cage and concrete – and which notably does not involve hammering or vibration.)

Jan. 12, 2026: To accommodate garage construction, St. Tammany Health System's Northlake Surgical Associates practice has relocated to 728 W. 11th Ave, just one block from its previous home on the site of what will become the garage.

May 2024:  After years of planning and study, St. Tammany Health System announces to its colleagues that it is taking the first steps toward building a new parking garage to serve its flagship St. Tammany Parish Hospital in Covington. The five-level parking structure, to be located across W. 11th Ave. from the hospital's Emergency Department, is designed to serve the hospital's growing parking needs and provide a rooftop helistop closer to its Emergency Room, giving our team precious additional minutes in a critical care situation.

Below is an artist's rendering of the new structure, which was designed to harmonize aesthetically with the existing hospital building and the pedestrian Skybridge over S. Tyler Street.
